Over five million refugees. Another three million displaced inside Ukraine. But the numbers hide something: displacement has not meant one thing. Kyiv’s population came back. Kharkiv’s has left and returned again and again. Mariupol’s residents largely cannot return at all. This lesson uses the three cities to ask what actually decides whether a displaced person can go home, and how much of it they can actually control.
